Donors active participation is what facilitates any sanitation development program, including FSM.
Donors and their extensive knowledge can help FSM programs through the stages like:
- country programing
- strategy design option
- appraisal and approval
- strategy implementation
- project monitoring.
Donors can offer their comprehensive advice to country partners to define a medium-term development strategy and operational program called a country partnership strategy (CPS). A country partnership strategy is developed by aligning with the country development plans and poverty reduction goals. To support the country’s development goals, donors work collectively with the countries to help identify the projects. In some cases, donors provide grants (preparatory technical assistance – PPTA) to assist the governments or planners in FSM projects’ identification and feasibility studies.
Donors usually hire consultants to work in collaboration with government staffs for those projects’ feasibility studies. Donors appraise the project through fact-finding mission. After approving the project while the executing agencies are implementing the projects, donors review the physical implementation progress as well as monitor achievement of development objectives in close coordination with the borrower and the executing agencies.
